Virginia’s Wildlife Action Plan indicates that the loss or degradation of native habitats constitute the single greatest threat impacting Virginia’s Species of Greatest Conservation Need.

In 2003, within guidance on creating wildlife action plans, the U.S. Congress indicated that efforts to create action plans must provide opportunities for the public and conservation partners to be informed about, and participate in, efforts to conserve their wildlife.
